Think of it as like healthcare. It costs so much in large part because those who have insurance or can otherwise afford it, are also paying for those who don't/can't.

Smart/cell phone service providers sell phones at a DEEP discount in return for long term service contracts, many of which, get defaulted on. It's the way a substantial segment of our society operates. It's the main reason phones are locked to service providers. Many in that segment of society also operate the same way when it comes to TV service.
